Prime Contractors

The construction industry is changing and prime contractors need to be able to deliver workforce and contracting diversity to be competitive for large public projects.

The CBA helps to drive demand for the utilization of disadvantaged business enterprises (DBEs). The CBA Oversight Committee provides support to help ensure contractor success, and access to diverse workforce and contractors. The CBA includes technical assistance and mentoring for DBEs, increasing the likelihood that prime contractors will receive plenty of bids from qualified DBEs. The CBA helps to establish more qualified DBE firms and reducing the risks associated with emerging firms.

The CBA also connects DBE contractors with construction unions who have the expertise to train diverse, qualified workers. Using union hiring halls allows prime and subcontractors to access a flexible, trained workforce on demand.
